Good day, Eldo Heights residents. Firstly a big thank you to all the volunteers who have donated their time and resources to help make the project a reality. We have managed to reconcile our numbers since the 18th of April deadline and reviewed the possible options, and the committee would like to recommend pursuing the entire area!
The deadline for the 18th focused on the strategic sectors to evaluate the participation per sector and revise the plan should a sector not want to be included in the closure.
We had purposely excluded the existing closures (complexes and Uitsig park) for the target consent, intending to approach them if the entire area was feasible. The existing closures have well-established communication channels, and we can address them at scale and believe that they will be more accommodating if we can demonstrate that the project is near feasible.
The below stats are per sector, and the overall percentage is based on the sum of the sectors which were the target for the deadline. These did not include some of the complex and pre-existing closures:
Sector A – 70% Consent

Sector B – 45% Consent

Overall Sector Consent: 55% , not including complex and pre-existing closures.
The numbers look positive, and if you have been following the map you would have seen the movement over the past few weeks. The committee is optimistic and ready to start the next steps:
We have had concerns that have been raised about the consent form, which requires you to sign a limited power of attorney.
The power of attorney is required to submit to the council and the consent form is worded to limit the usage only in the submission of the application and does not invoke any other powers. We are also open to any suggestions to modify the wording as long as it still conforms to the Council’s requirements.
We are also starting the process of getting quotes on the building and operation phase to ensure that we can provide the residents with a detailed budget with supporting quotes describing the phase 2 construction and setup costs and what benefits the operation levies will provide.
These quotes are for us to refine the budget and will not influence the selection of the final vendors, and the final selection will have to follow a defined procurement process ratified by the HOA.
Next steps :
Communicate to the complexes, Eldo 3 Manor and Uitsig Park to drive participation
There are a few existing consent forms that need to be resigned, and residents will be contacted (pre-POPI or not initialled)
Re-confirmation and validation of data as it originated from various sources and there were changes of ownership
Source quotes to create a detailed budget and define the monthly benefits
Prepare for the Impact studies planned to commence in August to submit to the council in Sept / Oct 2022.

We want to thank all residents that have consented to progressing with the Eldo Heights initiative since the last press release. Feedback on the update was well received and we welcome active conversation and participation.
The public status meeting will be held on 19 February 2022 @ Nederduitsch Hervormde Kerk Swartkop, 107 Ireland Avenue, Eldoraigne, 09:00. Venue availability has dictated that we have this meeting one week later than anticipated. Your participation and spreading the word of this meeting will contribute to providing more momentum to reach the 70% participation rate.
The participation map is continuously being updated and it will be noted that one of the sectors are very close to the minimum required level of participation. Firstly, we would like to personally thank all of the residents that were early adopters, street captains, Eldo Camera Monitoring Group and local businesses who have supported our local community initiative to create a safer environment for all of us. Not only through financial support but also their skill and expertise.
The Eldo Heights project has been officially running for just over a year, but the committee has been active in planning and execution for more than two years.
A project of this scale and complexity can take time to execute and we have had multiple challenges, including the Covid ’19 restrictions that have limited our ability to address the community at large scale events. We have moved through the different stages of the communication and on-boarding plans and have adapted our approaches based on these restrictions and the level of participation from the street captains.
Our biggest challenge to date is the lack of urgency of some residents to complete the consent forms. It must be noted that the majority of residents are overwhelming for this initiative and very few residents are opposed to the proposed closure.
Some of this reluctance stems from valid concerns that were not initially catered for in our project plans, one of which would be the safety and security concerns raised by the residents that live on Frederick Street. The main issue was that their houses would become a boundary of the estate We have worked closely with the Eldoraigne camera monitoring committee and in partnership with Monitor Net has piloted a technology where CCTV cameras can be integrated into a control room. An armed response is dispatched if a vehicle or a person is detected in a pre-set area. This technology uses artificial intelligence and has been in place for the past five months. One of the purposes of us suggesting this initiative is to mitigate the risk and ensure that they (Frederick street) also get the full benefit of the closure and can be included in the main project plan once we are able to move to the next phase.

We have adapted our strategy several times to get residents to provide us with the required road closure consent forms and have had pockets of success, but the process is slow and labour-intensive. There is the risk that we start to lose some of the early adopters either from moving out of the suburb or because of lack of progress.
We have known that the planned area was an ambitious target and have not given up the fight to include as many residents as possible in the proposed closure, but to ensure that the project is successful, we have run a few scenarios and consulted with specialists in the field to come up with a few different options that ensure we make it to the next phase.

We have divided the proposed closure into five sectors, where these sectors can be combined to create several scenarios that ensure a successful closure. One sector has already achieved over 60% participation and is on the cusp of being eligible for submission.
It is not our intention to exclude any sectors from that council submissions, but if we are unable to get 70% consent for a specific sector we will have to exclude them when submitting to the council for approvals. The removal of sectors from the original plan may impact the original budget but we have been working hard at creating sectors that would minimize this impact.
The next phase of this project ends on 18 April 2022. This forms a hard deadline where each sector is required to have achieved a minimum of 70% or is at risk of being excluded from the estate.
The committee is committed to assisting each sector but will require assistance from the street captains, both current and new volunteers, to make sure that we include as many sectors as possible.
We have created a digital version of the suburb where residents can see who has consented and ascertain the participation of their streets and the sector. This will be updated weekly and includes a status communication from the committee until the deadline is reached.

The Eldoraigne community enclosed by Saxby, Ruimte, Piet Hugo, Willem Botha and Old Johannesburg Road dreamed of a future where families can feel safe again, and old-world values are embraced. The Eldo Heights Security (EHS) Community was established from this dream towards the end of 2019.
The EHS community has the vision to promote, advance and protect a safe and secure environment for its residents through an intensified sense of Community.
The Mission of the EHS Community is to meet the following objectives:
• Operating and monitoring a Home-owners Association and Security Community in the suburb;
• Liaising with the relevant authorities to ensure that the Community complies with all applicable health regulations, by-laws and other laws that may affect the Community;
• A safe and secure environment where incidents in the Community are managed and reported;
• Preventative measures to minimize incidents and limit contact crimes as far possible;
• Cost-effective use of equipment and technology to assist in the abovementioned objective;
• Maintain the highest possible member participation rates;
• Implementing and enforcing rules of conduct in respect of the Home-owners Association and the Community;
• Promoting a non-discriminating community that cares for one another and residents feel they belong in the neighbourhood.
The EHS Community Committee intends to establish a the Non-Profit Company that will be managed in such a way that it creates an environment in which the EHS Community can be productive and effective. The Vision of the EHS Community Committee is to promote, advance and protect a safe and secure environment for its residents through an intensified sense of Community.
